Why do people sell fruit trees in
January and February, when it's so cold?
Because
trees that are normally sold bare-root, like apples, peaches, and
pears, must be dug when they are dormant. Around here, if you wait
much later than February, early-flowering varieties are already
starting to leaf out and it's too late to dig them up and transplant
them (which is basically what you're doing when you plant a bare-root
tree.)
Container-grown
trees, like citrus, can be planted at any time of the year. Of course,
special care should be taken in the winter to protect against freezes
and frosts.
